International Public Sector Accounting Standards Board
Ms. Chatto is the Director of the Accounting Systems Development and Other Services Office under the Government Accountancy Sector, Commission on Audit (COA), Philippines. She directly supervises the evaluation of international accounting standards that are applicable to the Philippine public sector; formulation of issuances on the adoption of applicable international accounting standards and promulgation of government accounting and financial reporting rules, regulations, manuals and guidelines; capacity building of government personnel concerned; development and implementation of computerized accounting, budget and financial reporting systems for use by government agencies; and monitoring of IPSASs and IFRSs implementation in the public sector.
During her career spanning 40 years with the COA, Ms. Chatto also led audits of various government agencies, the United Nations and its agencies in New York, Pakistan, Costa Rica, Nicaragua, Ivory Coast, and Guinea, and foreign-based Philippine government agencies. She also headed COA’s Human Resource Management Office, Information Technology Office, and Cordillera Administrative Region.
Ms. Chatto has been actively involved in and immensely contributed to the conceptualization and implementation of the Philippine Public Financial Management Reform Roadmap since 2010. She was COA’s focal person in the 2015/2016 Public Expenditure and Financial Accountability Assessment conducted by the World Bank Group. She is a Certified Public Accountant and obtained her Graduate Diploma in Development Administration from the Australian National University in 1997 as an AusAID scholar. She is an IntoSAINT (INTOSAI Self-Assessment on INTegrity) Moderator and a member of the Philippine Institute of Certified Public Accountants and Government Association of Certified Public Accountants.
Ms. Chatto is incoming IPSAS Board Member with three-year term commencing on 1 January 2019, making her the first Filipino to be appointed to this esteemed international accounting standard-setting body for public sector entities.
